Resumo: A Lei 10.639/03 depositou diante do universo docente o desafio de propalar o Ensino de História e Cultura Afro-brasileira e Africana, numa perspectiva contrária a visão eurocêntrica predominante até então. Cabia às Secretarias de Educação subsidiar as escolas, o que exigia formação de equipes aptas ao processo, bem como compreensão da lei e mudanças nas concepções de currículo e práxis dos/as educadores/as. O presente artigo vem apresentar justamente a caminhada da Secretaria Municipal de Educação no Município de Manaus/SEMED/MANAUS quanto (...) a inserção dos temas nas documentações. Apresenta a construção de uma Proposta Pedagógica Curricular/PPC, alinhada a lei. Contudo, traz a reflexão de que a mudança realizada na PPC é um avanço, mas não é garantia de disseminação de atitudes e conhecimentos necessários para a formação integral antirracista dos estudantes. A SEMED/MANAUS, reconhece que é necessário a mudança de postura dos educadores, por isso desde a implantação da referida PPC, realiza oficinas, formações e demais ações pertinentes a temática. Dessa forma conjectura-se que o trabalho dos/as professores tem caminhado na perspectiva da formação integral antirracista dos estudantes. Palavras chaves: Lei 10.639/03. Escola. Currículo. A common account sees the human genome sequencing project of the 1990s as a “natural outgrowth” of the deciphering of the double helical structure of DNA in the 1950s. The essay aims to complicate this neat narrative by putting the spotlight on the field of human chromosome research that flourished at the same time as molecular biology. It suggests that we need to consider both endeavors – the human cytogeneticists who collected samples and looked down the microscope and the molecular (...) biologists who probed the molecular mechanisms of gene function – to understand the rise of the human genome sequencing project and the current genomic practices. In particular, it proposes that what has often been described as the “molecularization” of cytogenetics could equally well be viewed as the turn of molecular biologists to human and medical genetics – a field long occupied by cytogeneticists. These considerations also have implications for the archives that are constructed for future historians and policy makers. (shrink)

Nietzsche y Educación: conocimiento y cultura en el Estado Moderno Resumen: Este texto busca tejer algunas reflexiones sobre la relación entre la filosofía de Friedrich Nietzsche y el campo educativo, entendiendo sus indagaciones sobre las instituciones educativas modernas y los valores vinculados a este tipo de hombre. Vinculado al proceso de degeneración de la potencia instintiva humana y su animalidad, se estableció un modelo de conocimiento, basado en el ideal metafísico y la creencia incondicional de la verdad. La crítica dirigida (...) al Estado Moderno y su modelo de cultura, que pretendió instituir a filósofos/as y estudiosos/as como guías, considera que es necesario volver a hacer crecer los usos y funciones de estos sujetos en la sociedad, al buscar superar el dilema que los constituye hoy, como empleados y mantenedores del Estado. Pasando por distintas fases de su pensamiento, buscó ser un instrumento más para dotar al ámbito de la Filosofía de la Educación de un vínculo sólido con el filósofo alemán, a través del estudio de las relaciones entre Nietzsche y la Educación. The criticism directed at the Modern State and its model of culture, which intended to establish philosophers and scholars as guides, understands that it is necessary to rescue the uses and functions of these subjects in society, seeking to overcome the dilemma that constitutes them today, as employees and keepers of the state. In this essay, I propose a comprehension of the meaning of politics based on Martin Heidegger’s thinking. I will develop the idea of the political as essential displacement of humanity. This notion will be achieved precisely by understanding the Heideggerian interpretation of Polis [πόλις] as the historical place i.e. the “site of history” [Geschichtesstätte]. In order to establish my argument, I will focus not only on explicit references to the concept of Polis in his literature, but also on a brief (...) analysis of two key concepts presented in his work in the late 1930s: machination [Machenschaft] and lived-experience [Er-lebnis]. It is through these concepts, but also how, through them, a technicity and history are related, that I will delineate a context for the meaning of politics as essential displacement of humanity, which will thereby conform to the basic character of the techno-political being. Nevertheless, a reflection upon the meaning of politics leading to the characterisation of the human as a techno-political being will show itself as the question about the place of the philosopher, a way to put philosophy itself in question. For each integer n ≥ 2, MVn denotes the variety of MV-algebras generated by the MV-chain with n elements. Algebras in MVn are represented as continuous functions from a Boolean space into a n-element chain equipped with the discrete topology. Using these representations, maximal subalgebras of algebras in MVn are characterized, and it is shown that proper subalgebras are intersection of maximal subalgebras. When A ∈ MV3, the mentioned characterization of maximal subalgebras of A can be given in terms of (...) prime filters of the underlying lattice of A, in the form that was conjectured by A. Monteiro. Civil disobedience is a form of protest consisting in an act contrary to law, whose aim is to bring about a change in laws or policies deemed unjust. In the traditional Western philosophical debate, civil disobedience was mainly discussed and justified within the boundaries of a democratic regime. John Rawls’ theory of civil disobedience is explicitly based on this liberal assumption. He conceptualises civil disobedience as a public, nonviolent, conscientious and political breach of the law, only appropriate to nearly just (...) societies, hence to democratic regimes. This article intends to question Rawls’ premise by considering civil disobedience from a different perspective: when it is undertaken outside of a nearly just framework, precisely in not fully democratic contexts, such as the so-called “anocracies”, regimes that mix democratic and autocratic traits. The emblematic case of Sudan’s most recent actions of civil disobedience is examined to argue that, contrary to the liberal conceptualisation, civil disobedience does have a role and appropriateness in frameworks of this kind, where the aim is not only to oppose unjust laws or policies, but also to achieve a broader structural change through rigorously nonviolent forms of political action. This article explores Hannah Arendt's insights into the forms of social control operating especially in democracies, together with the possibility of resistance to such control. Since the way in which one defines freedom informs one's understanding of the techniques that suppress, regulate, and modify behaviour, the article begins by sketching Arendt's notion of freedom, and compares this to its liberal counterpart. That discussion leads to Arendt's conception of power, whose corollary is freedom, and whose suppression amounts to control. The institutional (...) and ideological infrastructure that accompanies the encroachment of ?the social? ? which Arendt links to the hegemony of liberalism ? is conceived as rendering the individual both powerless and apathetic. The article concludes with suggestions regarding resistance to modern forms of control, viewing Arendt's ontology as a source of tenable strategies for the deepening of democracy. (shrink)

Este presente artigo tem por objetivo fazer considerações acerca da origem tardia do Corpus Hermeticum, assim como seu possível desenvolvimento, a partir do caldo multicultural e das similaridades religiosas entre as escolas filosóficas da Grécia clássica e helenística, em específico por influência direta de Pitágoras e de Platão, por meio de Plutarco, da escola eclética e de certa influência indireta das escolas do oriente, em específico a egípcia, na tentativa de revelar a possível, mas bem provável, origem posterior ao séc (...) I dos escritos conhecidos como Corpus Hermeticum. Essa conjunção de escolas de pensamento, podem ter tido o efeito em comum e uma possível responsabilidade de formarem, ou até mesmo de servirem como agente acelerador, do pensamento filosófico grego pré-socrático, que irá influir diretamente no pensamento clássico e helenístico. One of the central but yet unresolved problems in evolutionary biology concerns the origin of novel complex traits. One hypothesis is that complex traits derive from pre‐existing gene regulatory networks (GRNs) reused and modified to specify a novel trait somewhere else in the body. This simple explanation encounters problems when the novel trait that emerges in a body is in a region that is known to harbor a latent or repressed trait that has been silent for millions of years. Is (...) the novel trait merely a re‐emerged de‐repressed trait or a truly novel trait that emerged via a novel deployment of an old GRN? A couple of new studies sided on opposite sides of this question when investigating the origin of horns in dung beetles and helmets in treehoppers that develop in the first thoracic segment (T1) of their bodies, a segment known to harbor a pair of repressed/modified wings in close relatives. Here, I point to some key limitations of the experimental approaches used and highlight additional experiments that could be done in future to resolve the developmental origin of these and other traits. A desigualdade da condição feminina tem como ponto central na análise de Hume a diferença nas atitudes da sociedade perante o dever de castidade. Esta é explicada – pela incerteza da paternidade e suas consequências -, mas nem por isso justificada. Hume aponta também outras desigualdades derivadas de privilégios masculinos injustificáveis. Como no caso das linhagem de nobreza e sobretudo no caso dos fenômenos de sujeição das mulheres pelos homens, que compara aos fenômenos históricos de opressão étnica.

The notion of “integrity” is currently quite common and broadly recognized as complex, mostly due to its recurring and diverse application in various distinct domains such as the physical, psychic or moral, the personal or professional, that of the human being or of the totality of beings. Nevertheless, its adjectivation imprints a specific meaning, as happens in the case of “scientific integrity”. This concept has been defined mostly by via negativa, by pointing out what goes against integrity, that is, through (...) the identification of its infringements, which has also not facilitated the elaboration of an overarching and consensual code of scientific integrity. In this context, it is deemed necessary to clarify the notion of “integrity”, first etymologically, recovering the original meaning of the term, and then in a specifically conceptual way, through the identification of the various meanings with which the term can be legitimately used, particularly in the domain of scientific research and innovation. These two steps are fundamental and indispensable for a forthcoming attempt at systematizing the requirements of “scientific integrity”. (shrink)

Cultural diversity is an inescapable reality and a concern in many businesses where it can often raise ethical questions and dilemmas. This paper aims to offer suggestions to certain problems facing managers in dealing with cultural diversity through the inspiration of Thomas Aquinas. Although he may be perceived as a voice from the distant past, we can still find in his writings helpful and original ideas and criteria. He welcomes cultural differences as a part of the perfection of the universe. (...) His systemic approach leads one to place the problem in its proper context, and to reflect on it from the perspective of virtue ethics, with a central role for practical wisdom and giving primacy to neighborly love and natural moral law. Rather than a set of rigid standards with no consideration of diversity Aquinas focuses on the common human ground, which allows for the indispensable dialogue between different positions. When dealing with practical questions, the problem is one of finding the right balance between general principle and cultural specifics, tolerance, and dialogue, always guided by practical wisdom. In this way, Aquinas’ approach is neither rigid ethical universalism with no consideration for diversity nor moral relativism with no place for any transcultural and absolute morals. (shrink)

Here, an epidemiological model considering pro and anti-vaccination groups is proposed and analyzed. In this model, susceptible individuals can migrate between these two groups due to the influence of false and true news about safety and efficacy of vaccines. From this model, written as a set of three ordinary differential equations, analytical expressions for the disease-free steady state, the endemic steady state, and the basic reproduction number are derived. It is analytically shown that low vaccination rate and no influx to (...) the pro-vaccination group have similar impacts on the long-term amount of infected individuals. Numerical simulations are performed with parameter values of the COVID-19 pandemic to illustrate the analytical results. The possible relevance of this work is discussed from a public health perspective. (shrink)

This paper stems from the current global worsening of the scarcity of resources for healthcare, which will deepen even more in future public emergencies. This justifies strengthening the reflection on the allocation of resources which, in addition to considering technical issues, should also involve ethical concerns. The two plans in which the allocation of resources develops—macro and micro—are then systematized, both requiring the identification of ethical criteria for the respective complex decision-making. Then, we describe how the complexity at the macro (...) level focuses on the joint consideration of the rectitude of the principles, the goodness of the ends, and the integrity—respectively the deontological, teleological, and procedural perspectives; and at the micro level, it focuses in prioritizing people, which can result in the exclusion of some, as happened with the elderly during peaks of COVID-19. The main objective of this article is to show that, in public health emergency situations, in which the daily criteria for prioritizing access to health care are not efficient, it is possible not only to ration the available means but also to rationalize them. We argue that rationing and rationalization are different concepts, entail different consequences, have different ethical foundations, and draw different guidelines for patient care. We apply them to the distribution of intensive care and vaccines to the elderly thus demonstrating the ethically legitimate domain of implementation of each of these two prioritization criteria. We conclude that rationalization respects more strictly the core ethical principles of our common morality. (shrink)

This article discusses how the persistence of child labor, especially in Brazil and the United States of America, constitutes a current facet of neo-colonialism. Cultivated as an educational and dignifying activity, exploited child labor persists and is naturalized. Schools, religions, and the legislation contribute to making the working class come to love and naturalize what in the past was understood as torture and punishment, thus jointly acting as a fundamental means of forming a new cultural form: the love of work. (...) Initially, the article discusses how the culture of work is historically founded and then argues against the idealist and postmodern explanations that naturalize it. The argument is based on the understanding that culture has a material basis and is linked to the production and social reproduction of life. Data from the empirical research on child labor in tobacco farming in Brazil and the USA reveal the persistence of the problem among Latino children and families. We conclude with the need to found a new culture for contemporary society, based on other social and economic relations, which allows the working class to free itself from what dominates and exploits it. The text analyses rituals as endeavours to preserve the identity of a people or a portion of a people. Rituals present or re-present the supposed common history of all the migrants. Social memory and history then tend to merge and to forget... forgetfulness is the driving force behind the writing of history. Particularly critical is the moment when the migration starts, because the need to adapt to new conditions as well as to maintain what is represented as their social identity (...) makes dual – and at times contradictory – demands on the migrants’ imagination. Examples taken from Portuguese migrations are offered as expressions of the conceptual issues raised. (shrink)

Hume fully recognised, and partially explained, the role of inductions from single experiments in human knowledge - something his Scottish critics, and some more recent ones, failed to understand. Those inferences, he maintains, depend on the use of a Newtonian rule and the removal of superfluous circumstances. But that rule is not sufficient, and Hume never stated the exact conditions of this removal. We should distinguish between survey and experience in his philosophy, to understand how experience of conjunctions where inductive (...) knowledge has accumulated, in uniform or regular classes or sets of phenomena, may produce cognitive situations when once is enough - without relying on any mysterious innate principles.
